To download a FREE app restricted to the US App store, all you just need to do is to create a US iTunes account. Once verified, you can always use it to log in to US app store irrespective of your location, even without changing your IP address.
For you to buy an app restricted to the US App store, you will need to provide a payment method, apart from creating a US iTunes account.
